HIGHLAND HILLS, Ohio -- Cuyahoga Community College burned-out $11 million to buy 106 acres in Highland Hills and $3.5 million to demolish extra buildings on the property. But most of the land bought for expansion in late 2007 has remained vacant while Tri-C and the village wrestled over zoning.
Now the college is present ahead with plans to develop at least part of the land.
Tri-C had hoped to use the whole property -- former site of the MetroHealth Center for Skilled Nursing -- to constituent its Eastern Campus with Corporate College. But, before the sale, Highland Hills rezoned the land so that only 30 percent can be developed by a tax-exempt article such as Tri-C.
Nonetheless, the college applied in 2008 for a zoning permit to develop the entire site. The village denied the call for, touching off a two-year court battle. In November, an appeals court ruled that Highland Hills was within its rights to Taboo the permit, although the court did not address the broader issue of whether the rezoning was proper.
